Advisor at the Urban Development Authority (UDA) before joining
Bank Islam (M) Berhad in 1983. Together with a dedicated group
of pioneer bank staff, he conceptualised the first institution
of Islamic banking in Malaysia. After he left Bank Islam (M) Berhad,
he was engaged by Bank Rakyat to advise on the concept for the
conversion of their banking operations system to the Islamic banking
operations system. Today, the Islamic banking concept has become
an important business component in the local banking industry.
In 1987, he set up his own legal practice
and practised as an Advocate & Solicitor for 7 years specialising
in corporate, property and banking work. Guided by his entrepreneurial
spirit, he ventured into the corporate world in 1989 with the

property development sector with several major development projects
in the Klang Valley, Kuantan, and Johor.
Realising that the property
and basic utility sectors complement each other, he decided
to venture into the water utility business with the setting up
of Puncak Niaga (M) Sdn Bhd (PNSB) in 1989. His dynamism, outstanding
capabilities, commitment, and vast experience in various fields
prompted the Selangor State Government to entrust PNSB to undertake
the concession for the privatisation of the water treatment plants
for the whole of Selangor and the Federal Territories of Kuala
Lumpur and Putrajaya. The Privatisation Cum Concession Agreement,
involving 27 water treatment plants, commenced on 1st December
1994 for a concession period of 26 years and one month and expires
on 31st December 2020.
Subsequently, PNSB was also awarded a second
concession, the Construction Cum Operation Agreement in 1995 under
which PNSB financed, designed, constructed, and is currently operating,
managing, and maintaining a new 950 million litres per day (MLD)
water treatment plant. The plant is one of the largest water treatment
facilities in South East Asia and was built at a construction
cost of RM1.28 billion (USD337 million). Undoubtedly, YBhg. Tan Sri has proven himself a successful and major
player in the Malaysian Government’s Privatisation Policy.

industry and the community at large were duly recognized by the
